“Advancing human rights for persons with intellectual disability in civil society” is an international project started by Inclusion Europe in 2000. The European Commission finances the project and the project partners are: Czech Republic, Estonia, Hungary, Macedonia, Poland, Slovenia and Bulgaria. In Romania, “Pentru Voi” Foundation and Inclusion Romania implement this project.

The project has as aim to monitor the respect of UN Standard Rules concerning equalization of opportunities for persons with disability.

IIn order to do it, the “Institute for Care and Welfare” from Holland, elaborated a questionnaire. Based on this questionnaire every country produced a national report.

In 2001 there were few meetings between the project partners. The aim of these meetings was to monitor the way of elaborating the national reports. At the end of December the report was finalized and sent to Brussels.
In the framework of the same project seminars and conferences were organized (Prague in February, on European legislation, Brussels in June, on UE functioning, in November on anti-discrimination against persons with disability and Warsaw, in February 2003, on fund-raising).

The National Report was launched in April 2002 in Strasbourg, Brussels and in Bucharest. In Bucharest, by this occasion, we organized a National Conference. The next step was to elaborate Inclusion Action Plans; based on it, the countries will try to take measures in order to improve the quality of life for persons with intellectual disability.

The project ended in May 2003. By this occasion and in the frame of the European Year of People with Disability, a conference was organized in Tallinn, Estonia. A resolution was adopted by all the participants in this meeting.
